Bio

As Washington Clean Energy Policy Manager, Shannon leads engagement in state, regulatory, and utility processes to advance an equitable clean energy transition in Washington state, including advocating to protect and strengthen Washington’s Clean Energy Transformation Act (CETA) as it is implemented. 

Before joining Climate Solutions, Shannon was on the Energy Policy Team at the Washington State Department of Commerce where she led engagement and advanced strategic policy to support a growing Washington-based hydrogen and renewable fuels economy. There, she built relationships and facilitated dialogue with communities and community-based organizations, tribes, industry, utilities, state and local agencies, and other groups to develop and implement a statewide hydrogen policy strategy that would effectively produce and deploy clean fuels across the hardest-to-decarbonize sectors while prioritizing public safety, protecting natural resources, and creating wanted benefits. Before Commerce, Shannon’s clean energy planning and policy experience spans the public and nonprofit sectors, including the American Council for an Energy Efficient Economy (ACEEE), Indigenized Energy, the Connecticut Public Utilities Regulatory Authority, and the City of San Luis Obispo’s Office of Sustainability. 

Shannon holds a Masters of Environmental Management from the Yale School of the Environment and a B.A. in Environmental Earth Science and Sustainability from Miami University. Outside the office, Shannon can be found somewhere along Washington’s coastline, cooking for friends, or at a SIFF movie theater. She is originally from northeast Ohio.
